Sure, if you’re out on a long ride and need to pop in and borrow a pump we’re sure most shops won’t mind (lots of them even have one outside) but if you go in expecting to use their Chase and Face tool you’ll be told where to stick it.
A mechanic’s tools are their livelihood and they can’t risk them going missing, plus if you’re good at something why do it for free?
